Beth El Congregation, a Reform congregation in Beaver Falls, was reluctant to join the Beaver Valley United Jewish Community. In May 1959, a segment of the Reform community discussed the possibility of creating a new congregation that would affiliate with the united community. At the same meeting, the board discussed the possibility of allowing families in nearby Rochester, Pa. to join the center.
